Development Of A Complex Social Networking Site

This listings script was built years ago. They did not do a very good job in making it easy for search engines to find the site and listings.
So I need a script that can be run maybe as a cron job that will create SEF pages and add it to the ct pages admin page.

So what i think will work and help is basically create a map or create a basic pages of each listing. The Page would be created using the companyname-address-city-state-zip.html
The page would have header with ctpages logo, the basic listing information Name, address, city,state,zip, phone, fax and the url of the full ad on ctpages.com example http://www. ctpages. com/listings/ listingdetails.php?businessID=19686 and the footer Powered by www.CTPages.com

All this info is avail in a mysql db.

We probably should create folders for each category and create pages into those folders based on category?
Modify sscripto be sef and seo compliant.
Create internal links and external links.

I am looking for a web developer to design me an innovative website to the UK market. I want to set up a website an inventory national register website where users could add an asset (details and serial) to the website database. For example, each user will have to register for a free account. Once registered, you will be directed to an area where they could register all their personal valuable assets (TV, DVD player, computer laptops etc).
The idea behind it is if they ever get burgled or victim of theft, and their asset is recovered at some point later, the serial number could be checked on the website to see if it is registered to someone. The details of the owner will not be disclosed on the website, however they will need to contact the administrator by filling a request form to obtain the owner’s details.

There is a similar website available for mobile phones (www.nmpr.com).

The website will have an user friendly admin control panel where i can add/modify and edit users etc.. and change logo and name easily.

An example: You buy a new laptop from PCWORLD, you register your laptop on my website with the serial number, your personal details and description of the laptop. Two weeks later, a male get arrested by police and is found in possession of the laptop. Police goes on the website to check if the laptop is registered. They find that the laptop is registered, they contact admin requesting details of the owner. A data protection form is faxed to the admin. Admin information to police. Owner is located and thief convicted.
